Proposed Amendments to the Douglas City Charter by the City Council

 

Proposition 420 - Proposed amendment to change Article II, Sec. 2, of the City Charter to change the election dates to merge with the Arizona State Election Cycle.
This proposition would change the consolidated election dates from the spring to the fall.


Proposition 421 - Proposed amendment to change Article II, Sec. 4, of the City Charter to clarify language concerning partial terms for Mayor.
This proposition would better define terms and exempt partial terms from being included as part of the term limit.


Proposition 422 - Proposed amendment to change Article II, Sec. 5, of the City Charter to clarify language concerning partial terms for Councilmen.
This proposition would better define terms and exempt partial terms from being included as part of the term limit.
 

Proposition 423 - Proposed amendment to change Article II, Sec. 6(C), of the City Charter to be amended to read:
This proposition would include appointment status.
 

Proposition 424 - Proposed amendment to change Article II, Sec. 7, of the City Charter to be amended as follows:
This proposition would add a requirement for council action within ten days of issuance in order to ratify a proclamation for the Mayor to govern the City or it shall become null and void.


Proposition 425 - Proposed amendment to change Article II, Sec. 9, of the City Charter to be amended as follows:
This proposition would change the descriptive title for compensation from salary to stipend, would increase the salary for Mayor and Council, and would eliminate language.
 

Proposition 426 - Proposed amendment to change Article II, Sec. 12, of the City Charter as follows:
This proposition would add language related to absence to vacate office inclusion of special meetings and unexcused absence would apply to three consecutive meetings.


Proposition 427 - Proposed amendment to change Article VII, Sec. 6(A), of the City Charter be amended as follows:
This proposition would require, other than for emergency measures, three readings of ordinances.


Proposition 428 - Proposed amendment to change Article VII, Sec. 6(B), of the City Charter be amended as follows:
This proposition would define the practice of having the possibility to promote an ordinance on its first reading to an emergency measure.


Proposition 429 - Proposed amendment to change Article VII, Sec. 6(C), of the City Charter to be amended to follows:
This proposition would add language concerning the effective date of all ordinances and would also add a publication requirement as well as an online posting requirement on the City's web page.


Proposition 430 - Proposed amendment to change Article VII, Sec. 10, of the City Charter to be amended as follows:
This proposition clarifies publication of ordinances and resolutions and effective date and would add additional posting requirement.


Proposition 431 - Proposed amendment to change Article VIII, Sec. 3(B-2, B-5), of the City Charter to be amended as follows:
This proposition would clarify procedures for the auctioning and sale of personal property and would add language to comply with A.R.S. Section 38-502 (9).
